EIA database records eight completed U.S. petroleum liquids pipeline projects since January 2025, with 14 more announced

The U.S. Energy Information Administration’s 2026 Liquids Pipeline Projects Database, published August 26, 2026, confirmed that eight petroleum liquids pipeline projects were completed across the United States between January 2025 and June 2026. The same release recorded 14 additional projects newly announced—a combined signal of sustained activity in the country’s liquid fuels infrastructure.

The EIA’s 2026 Liquids Pipeline Projects Database confirmed eight completions in the January 2025–June 2026 window. That’s a meaningful stretch of activity across multiple commodity types and regions—covering crude oil, natural gas liquids (NGL), and refined petroleum products like gasoline, diesel, and jet fuel.

Geographically, the completed projects span a wide footprint. Texas dominates the list, though the database also recorded activity in Arizona, California, North Dakota, and Wyoming. Operators behind these completions include Enterprise Products Partners, Kinder Morgan, EPIC, MPLX, and Sable Offshore Corporation—a mix of major midstream players alongside smaller regional operators.

It originates in West Texas, drawing from both the Delaware and Midland basins, and connects to Enterprise’s fractionation complex in Chambers County, Texas.

Details of the eight completed projects

The largest completed project is Enterprise’s Bahia Pipeline—a 550-mile NGL line with capacity of 600,000 barrels per day (b/d). It originates in West Texas, drawing from both the Delaware and Midland basins, and connects to Enterprise’s fractionation complex in Chambers County, Texas. By most measures, it’s one of the more significant NGL infrastructure additions in recent years.

EPIC also completed an expansion of its Coastal Bend NGL Pipeline (formerly the EPIC Y-grade pipeline). The Expansion 1 project added 50,000 b/d, bringing total capacity to 225,000 b/d—moving Y-grade NGL from West Texas to Corpus Christi.

Kinder Morgan contributed two completions. The Hiland Express Project converted the Double H Pipeline system from crude oil to NGL, a commodity switch rather than a brand-new build. The Santa Fe Pacific East Line Expansion 1, separately, added capacity on the El Paso–Tucson corridor for gasoline, diesel, and jet fuel movements.

MPLX completed the BANGL Expansion 1, which brought total pipeline capacity to 250,000 b/d. That line carries Y-grade NGL from the Delaware and Midland basins to a fractionator in Sweeny, Texas.

Four other completions round out the list. Sable Offshore Corporation restarted the Santa Ynez Pipeline System—the former California 901R and 903R lines—bringing idle infrastructure back into service. In Texas, the Seahawk Thunderdome Lateral converted an existing 16-inch natural gas pipeline to carry crude oil between the Gray Oak Louise terminal and the Edna terminal, with deliveries ultimately reaching the Seahawk terminal. Enterprise also reconverted its Seminole Red Pipeline back to NGL service; the line had originally been an NGL pipeline that was converted to crude oil service in 2019, and was returned to NGL service while the Bahia Pipeline was under construction.

Fourteen new projects announced

Alongside those completions, the database logged 14 newly announced projects. Several are expansions of lines that already appear in the database—building on infrastructure that’s either recently completed or already operational.

Enterprise announced a Bahia Pipeline Expansion, following closely on the heels of the original line’s completion. Other expansion announcements include the Bayou Bridge Pipeline Expansion, the Flanagan South Pipeline Expansion, a Coastal Bend NGL Pipeline Expansion 2, a Bridger Pipeline Expansion, a Santa Fe Pacific Pipeline East Line Expansion 2, and two Western Markets Pipeline Expansion phases.

Enbridge filed three separate announcements: Mainline Optimization Phase 1, Mainline Optimization Phase 2, and a Puget Sound Pipeline Optimization project. These optimization efforts point to a focus on improving throughput on existing corridors rather than constructing entirely new routes.

The list also includes proposals for genuinely new pipelines—the Southern Illinois Connector, the Sun Belt Connector, and the Western Gateway Pipeline—representing potential additions to the network rather than modifications to existing lines.

The U.S. Energy Information Administration‘s Liquids Pipeline Projects Database tracks more than 280 future, ongoing, and past U.S. liquids pipeline projects, with records dating back to 2010. It covers crude oil, hydrocarbon gas liquids, and petroleum products including gasoline, diesel, and jet fuel.

Each entry includes project type, start dates, capacity, mileage, geographic data, and status. Expansions, reversals, conversions, and new builds are all tracked—capturing the full range of ways operators modify or extend pipeline infrastructure.

One important caveat: the data are compiled from pipeline company websites, trade press reports, and government documents such as U.S. Department of State permits for border crossings. No mandatory survey underlies the collection. That means the database reflects reported plans, not confirmed outcomes—and the EIA notes explicitly that the data don’t reflect its assumptions on the likelihood or timing of project completion.

It’s also worth noting that some projects in the database are interconnected, with certain pipelines serving as segments of longer lines carrying the same commodities. Adding up capacity figures across all projects would overcount total system capacity.

The Liquids Pipeline Projects Database is updated on a rolling basis and complements the EIA’s separate Natural Gas Pipeline Projects tracker. Together, the two databases offer a broad view of U.S. energy transport infrastructure—both where it stands today and where operators say it’s headed.
