OPITO and PETRONAS launch globally recognized Decarbonization Training Certification to close energy sector skills gap

The energy sector has no shortage of net-zero ambitions. What it increasingly lacks, according to OPITO, is the trained workforce to deliver them.

To close that gap, OPITO—the global safety and skills authority for the energy industry—has formally launched a Decarbonization Training Certification. Developed in partnership with PETRONAS, Malaysia’s integrated energy company, and INSTEP, its technical training institute, the qualification takes a program already piloted across PETRONAS operations and scales it into a globally recognized, credit-rated credential for energy professionals worldwide.

Before this launch, the program already had a track record. Approximately 102 PETRONAS employees completed the training as part of an internal initiative developed alongside INSTEP—and that real-world pilot gave OPITO a proven foundation to build from, not a theoretical framework assembled from scratch.

Professionals anywhere in the energy industry can demonstrate the same baseline of capability, in a language their employers and peers can actually understand.

OPITO took that existing program and formalized it into a credit-rated, globally recognized qualification. The goal is straightforward: make the credential portable and credible beyond a single company or region.

The certification targets specific roles where decarbonization skills are most urgently needed—Decarbonization Focal Points, GHG Accounting and Reporting Analysts, Energy Efficiency and Electrification Engineers, professionals in CCUS-related technical or project positions, and Sustainability and Climate Specialists.

Skills gap identified as investment in low-carbon technologies accelerates

Net-zero targets are now common across the energy sector. The harder problem is execution—whether the people responsible for delivering decarbonization actually have the skills to do it within live operations.

Plenty of organizations can articulate ambitious climate commitments. Fewer have workforces equipped to design, evaluate, and implement the strategies needed to meet them. That disconnect is exactly what this certification is trying to address.

Charlotte Wolff-Bye, Vice President and Group Chief Sustainability Officer at PETRONAS, pointed to a specific structural problem. Teams across the industry often work with different tools, different terminology, and no shared methodology—and that inconsistency, she suggested, is one of the primary reasons decarbonization efforts stall before they deliver results.

The certification is designed to fix that by establishing a common, practical standard. One pathway, one recognized benchmark, applicable across roles, sectors, and geographies. Professionals anywhere in the energy industry can demonstrate the same baseline of capability, in a language their employers and peers can actually understand.

Certification covers climate science, GHG accounting, carbon pricing, and project management

The curriculum isn’t built around abstract theory. According to INSTEP CEO Ts. Azhar Ahmad, the training was developed around real operational needs, and that practical foundation carries through into the formalized qualification.

Core modules cover climate science, greenhouse gas accounting, carbon pricing, and emissions reduction strategies. Project management and economic evaluation are also included, with a clear emphasis on applying these skills directly within professional roles. Delivered over multiple days, the qualification awards credit-rated credentials that learners can carry across sectors and regions—a deliberate design choice, given that the energy transition will require professionals to move between roles and organizations.

Understanding climate science matters. But so does knowing how to run an emissions reduction project within the constraints of a live operation. The certification tries to bridge both.

Rollout planned across OPITO’s global centers of excellence

The qualification won’t be limited to a single market or delivery partner. OPITO plans to roll it out through its international network of centers of excellence, giving energy professionals across multiple regions access to a structured pathway into decarbonization work.

Lucie Booth, Product Development Manager at OPITO, described the certification as a scalable benchmark for decarbonization capability. The industry, she noted, isn’t short of ambition—the challenge is translating that ambition into operational reality, and this qualification is intended to be part of that translation.

Portability is a recurring theme in how OPITO frames the credential. As professionals change roles, move between sectors, or relocate across regions, the qualification is designed to stay relevant and recognized. That’s a meaningful distinction from in-house training programs that don’t travel well beyond the organization that created them. More broadly, OPITO positions the certification as supporting a more consistent approach to net-zero implementation—shared standards, shared language, shared methods, applied at scale.

A focus on real-world application

The Decarbonization Training Certification is a formal collaboration between OPITO, PETRONAS, and INSTEP. It builds directly on a program already completed by approximately 102 PETRONAS employees, giving it a tested foundation before its wider launch.

The qualification is credit-rated and globally recognized, targeting professionals in roles directly tied to decarbonization delivery—from GHG accounting to CCUS project management. The curriculum spans climate science, carbon pricing, emissions reduction strategy, and project management, with a consistent focus on real-world application.

Delivery will run through OPITO’s global network of centers of excellence. Transferability across roles, sectors, and regions was a deliberate design priority—a direct response to the fragmented tools and methods that have been identified as a barrier to effective decarbonization work across the industry.
