For years, the glass bottle plant at 4202 Fidelity St. was part of the fabric of Jacinto City, Texas. Then it went quiet in July 2024 — just another shuttered factory on 30 acres of dormant industrial land.

That quiet didn’t last. When a commercial real estate firm listed the property as a “premier development opportunity” for AI and hyperscale data center development, City Hall was flooded with more than 150 calls and emails. No developer had filed a proposal. No project was formally on the table. But in a small city that had never asked to be anyone’s tech frontier, the listing alone was enough to set off alarm bells.

A listing no one saw coming

The Marcus and Millichap listing described the old plant as a “premier development opportunity” for “data center hyperscale and AI advancement” — marketing language aimed at deep-pocketed investors, not a small city of working-class families. City officials were caught off guard. No formal proposal had been filed, no plans existed. Yet the listing alone triggered an immediate, overwhelming response from residents.

City manager Lon Squyres told the Houston Chronicle that City Hall logged more than 150 calls and emails once the listing circulated. Every single one opposed a data center. Not one caller expressed support.

The emotional stakes ran deeper than zoning. The plant had been a significant local employer before closing in July 2024, and for many residents the site wasn’t just vacant industrial land — it was where people had worked, supported families, built livelihoods. The idea of replacing it with a massive tech facility, without any public input, hit a nerve.

Why residents showed up ‘with figurative pitchforks’

The fears driving residents to City Hall weren’t abstract. Noise, traffic, water consumption, and surging power demand are tangible, well-documented concerns that tend to follow large-scale data centers into communities. These facilities can consume enormous amounts of electricity, placing real pressure on local infrastructure and pushing energy bills higher for nearby households. Cooling systems add another layer — significant quantities of water, a resource that carries particular weight in Texas.

At one City Council meeting, residents arrived visibly agitated. Many left feeling more settled after officials made clear the city hadn’t been actively recruiting a data center. The listing had been a private real estate move, not a city-endorsed initiative. That distinction mattered, even if the anxiety it had already stirred didn’t disappear overnight.

Jacinto City’s reaction didn’t happen in a vacuum. Texas has become one of the country’s most active hubs for data center investment, fueled by surging demand for AI computing infrastructure. Billions of dollars have flowed into the state, drawn by available land, a deregulated energy market, and favorable business conditions.

Rapid expansion is outpacing the ability of many communities to understand — let alone regulate — what these facilities mean at the neighborhood level. Local governments across Texas are scrambling to develop frameworks that simply didn’t exist a few years ago, and smaller cities often lack the technical expertise or political leverage to push back effectively. Jacinto City’s experience suggests that gap is becoming harder to ignore.

City Hall’s measured response

Rather than panic, Jacinto City’s leadership moved deliberately. On July 2, the City Council adopted a resolution opposing data center development within city limits until officials could gather more information and establish clearer policy direction.

They stopped short of a blanket ban — a move that could have invited legal challenges. Instead, they focused on building regulations capable of limiting neighborhood impacts from any future industrial development, data center or otherwise. Tax incentives for any data center were taken completely off the table. The city is now in active talks with a different prospective buyer for the site.

City leaders also visited data centers across Texas, including a Google facility in Red Oak, bringing decibel meters and talking directly with residents who lived nearby. That ground-level research informed their thinking in ways no consultant’s report could replicate.

What Jacinto City wants from any future development

Whatever comes next for 4202 Fidelity St., Jacinto City intends to have a say in it. Officials are weighing stronger requirements around lighting, power draw, and water use for any incoming industrial operator — along with mandatory participation in emergency-planning and incident-reporting systems. Any future occupant would also need to answer questions directly from residents in a public forum.

Squyres put it plainly: “We owe the public an explanation of whatever goes in there, who they are, what they do and what impact it’s going to have on the city.”

That standard — transparency before approval, community voice before groundbreaking — could offer a template for other small municipalities caught in the path of the AI infrastructure boom. As data center developers scan the map for available land, more towns like Jacinto City will face similar moments. How prepared they are to respond may define what the next decade of tech expansion looks like on the ground.
