Today, roughly 19% of Vinton County residents live in poverty—nearly one in five people. Despite modest economic growth in recent decades, finding sustainable, long-term industrial paths forward remains an uphill battle.

That combination of economic hardship and available industrial land makes the area an ideal candidate for clean energy investment. The region already possesses essential infrastructure corridors, vast contiguous acreage, and a local workforce with deep industrial experience.

Why this approval stood out

The smooth clearance of the Hamden Energy project, developed by Recurrent Energy, stands in sharp contrast to Ohio’s typical energy permitting battles. Since 2021, Senate Bill 52 has granted county governments broad authority to veto solar and wind developments—a power frequently invoked across agricultural communities.

Site selection made all the difference. Rather than proposing panels on active farmland or undeveloped greenfields, Recurrent Energy targeted reclaimed coal mine land, effectively defusing political opposition.

Vinton County commissioners chose not to exercise their SB 52 veto. As Recurrent Energy senior development manager Ali Trunzo noted, deploying solar on reclaimed land allows legacy energy communities to harvest new power while generating valuable supplemental tax revenue without sacrificing agricultural ground.

The real costs of building on former mine land

Building clean energy infrastructure on former mining sites brings significant technical and financial trade-offs. According to data from clean energy think tank RMI, mine lands and brownfields generally require higher upfront capital than flat greenfield projects due to uneven terrain, soil instability, and ongoing site remediation.

This project reflects a broader shift in state policy. Ohio’s House Bill 15 formally designates former mine lands and industrial brownfields as priority energy investment areas, establishing streamlined regulatory pathways and giving local counties greater flexibility under SB 52 restrictions.

Implementation rules from the Ohio Department of Development are already guiding the state’s initial site designations, blending former mining property with brownfield acreage.

As Rebecca Mellino of The Nature Conservancy highlighted, repurposing former coal land creates a clear win-win for consumers, local budgets, and environmental restoration, offering communities a pragmatic path past local political deadlocks.

A fragile win in a still-hostile landscape

Despite this success, Ohio’s broader renewable energy landscape remains fraught with regulatory hurdles. Local opposition frequently halts greenfield developments, and pending legislation like Senate Bill 294 threatens to impose stricter statewide barriers on solar and wind expansion.

As Ohio Environmental Council general counsel Chris Tavenor warned, achieving long-term energy affordability requires fundamental siting reforms rather than relying solely on isolated victories.

Yet, the true scale of what this strategy could unlock is astounding. Recent data reveals that Ohio harbors more than 70,000 acres of former mine land perfectly suited for energy development. By turning former coalfields into solar hubs, Ohio has tapped into a model capable of opening tens of thousands of acres for clean power, proving that America’s legacy energy heartlands hold the key to its future grid.
