Oklahoma lawmakers voted 85 to 6 to let companies convert orphaned oil wells into geothermal heat sources, and the bill then stalled one chamber later with more than 19,000 wells still unplugged

The steel casing sticks a few inches out of the dirt, threaded shut, the last operator long gone.

The ground around it is bare and crusted, and the pumpjack is a stripped frame in the grass.

Nothing has come out of this hole in decades, and nobody is coming to close it.

Drilling is the largest line in a geothermal project, commonly put at half or more of the capital cost, and an existing hole is one nobody pays for twice.

Multiply that by nineteen thousand and you have the whole problem.

The agency that inherits these wells has done the arithmetic.

At the current pace the queue clears in 235 years.

How a depleted well carries heat the other direction

Every well is a steel lined passage from the surface down into rock that gets hotter with depth.

Drillers spent a century treating that heat as a nuisance, because they wanted the hydrocarbon and not the warmth around it.

Once the hydrocarbon is gone, the heat is the only thing still down there.

A conversion drops a closed loop of pipe inside the existing casing. Fluid runs down one side, takes heat off the surrounding rock, and comes back up the other.

Nothing is produced out of the formation and nothing is injected into it, which separates this from older geothermal designs that lifted water and had to dispose of it.

The reason anyone bothers is the budget. Drilling is the largest line in a geothermal project, commonly put at half or more of the capital cost, and an existing hole is one nobody pays for twice.

What nineteen thousand idle wells look like on the ground

The state’s abandoned well inventory runs back to a first well drilled in the eighteen nineties.

More than 19,000 are orphaned or abandoned, meaning the owner cannot be traced or identified at all.

Those wells fall to the state corporation commission, which hires contractors to plug them one at a time.

Its chief financial officer told lawmakers the queue runs 235 years if no further wells are found and costs and revenues hold.

Her framing of the fix was blunt. The conversation cannot be a request for billions of dollars, so it has to go bite by bite.

Unplugged wells leak methane and move pollutants into soil and water, so that queue is not a filing backlog.

What the bill said and how far it got

House Bill 3173, the Well Repurposing Act, would have created a process for companies to buy orphaned wells outright and convert them.

The permitted uses were geothermal production and energy storage, at a qualifying temperature at or above 250 degrees Fahrenheit, overseen by the corporation commission or the environmental quality department.

It was modeled on a New Mexico law signed in March of 2025, in a state carrying roughly 2,000 orphaned wells against Oklahoma’s nineteen thousand.

The author put the case plainly. If there is a chance to avoid the drilling cost by reusing what is already in the ground, that may be economically viable to private capital, and nobody in the state is currently allowed to try.

The house passed it on the sixteenth of March by 85 votes to 6.

It cleared the senate energy committee in late April, went onto the general order calendar on the twenty eighth, and then got no floor vote.

Where the geology stops cooperating

Even had it passed, that number is disputed by the people closest to the work.

The director of the state’s conversion pilot, at an old oil field near Tuttle, has said publicly that 250 degrees is too high and that dropping it to 180 would make conversions feasible.

Oklahoma’s subsurface does not run as hot as Nevada or California, so a high threshold rules out most of the inventory.

That same pilot hit the problem from the other side. Its researchers could not go as deep as they planned, where the rock is hotter, because no rules existed for doing it.

Which is the trap. No legal framework caps the depth, the shallow rock is cooler, and a bill written to a high temperature would have excluded the result.

Nobody holds a complete map either, and old paper maps are still turning up wells the state never knew about.

What the arithmetic still leaves open

The author was careful about what it could do, and said it would not cut the list even in half.

That is the honest scale. A conversion program is a revenue idea layered onto a liability, not a plugging program.

Specialists make a different argument, that new equipment reaches lower temperatures with smaller outputs, so the answer is more wells rather than hotter ones.

Spread that way it stops being a power plant story and becomes a distributed heat story, a better fit for a state holding nineteen thousand scattered holes.

What it is not, yet, is policy. The measure is dead in chamber, and any future version starts over.

Meanwhile the cost of new depth keeps falling as drilling improves, from fusion reactor tech aimed at extreme holes down to ordinary bits, and every year that happens the case for reusing orphaned oil wells gets harder to make.
