OMV Petrom installs Neptun Alpha platform in Black Sea as Romania targets EU’s largest natural gas producer status by 2027

Expected output and energy security implications

The scale of what Neptun Deep could deliver is hard to overlook. In a press release, OMV says the project is expected to produce the equivalent of roughly 30 times Romania’s current annual household gas demand, calculated against approximately 4.3 million households in the country. That’s a substantial surplus above domestic consumption, with clear implications for exports and regional supply chains.

OMV AG has been straightforward about the broader ambitions, saying the project could position Romania as the EU’s largest natural gas producer. That status carries real weight in a bloc still working to cut its dependence on Russian pipeline gas following Russia’s full-scale invasion of Ukraine in 2022.

“The project is on schedule for the start of production in 2027 and will contribute to strengthening the energy security of Romania and the region,” OMV AG said in its Monday statement. ROMGAZ deputy CEO Aristotel Jude added that Neptun Deep “brings a historic first to the natural gas industry by mobilizing a global fleet of offshore construction vessels of an unprecedented magnitude for Romania and the European Union.”

Remaining construction steps before first gas

Installing the platform is a major milestone, but it’s not the finish line. Several critical construction phases still need to happen before the project delivers its first gas in 2027.

A 99-mile pipeline connecting the offshore facilities to the Tuzla onshore terminal has already been laid. Construction of the gas measurement station and the control building at Tuzla is ongoing, according to OMV—both are essential for processing, metering, and routing gas into Romania’s national grid. That onshore work is running in parallel with continued offshore activity.

Subsea pipelines and umbilicals linking all the offshore components to the Neptun Alpha platform are still being installed. The development plan targets a total of 10 wells across two fields, Pelican South and Domino. Once the subsea infrastructure is complete, the project enters a rigorous testing phase before production begins.

OMV Petrom CEO Christina Verchere laid out what comes next: “Project development continues with the installation of interfield subsea pipelines and umbilicals to connect all the offshore elements, to be followed by rigorous testing to prepare for the start of production on plan for 2027.”
