Flat water at the southern end of the Gulf of Suez, an hour or so before dark.

Three tugs are pulling a barge toward a new well site, lines tight, sea almost still.

Above the barge deck stand three lattice legs, raised clear of the water for the passage.

That puts a great deal of steel a long way above the waterline, and it lifts the center of gravity to a place no naval architect would choose for a sea passage.

It is the most ordinary job in this stretch of sea, done dozens of times a year.

Something goes wrong with the trim.

Minutes later the hull is lying over.

Why a tow is the dangerous part of the job

A drilling barge of this type is not a ship. It is a flat hull carrying three enormous legs that are raised high above the deck whenever it moves.

That puts a great deal of steel a long way above the waterline, and it lifts the center of gravity to a place no naval architect would choose for a sea passage.

The hull stays upright only because the weight distribution is balanced and the legs are all at the same height.

Break that balance and the correction window is narrow, because a top heavy hull that starts to lean gains leverage as it goes.

Reports from the scene describe a sudden failure in the lower section of the legs, after which nothing on board could arrest the roll.

The vessel is most stable when it is standing still.

The rig was reportedly built in the 1960s and rated for water depths up to about 150 feet, which places it among the oldest units working the Gulf of Suez.

That is not in itself unusual. Egyptian shallow water production began in the same decade, and hulls of this vintage remain common in the region.

It was working the Gabal El Zeit area near the southern end of the gulf, where the Red Sea narrows and the water stays shallow.

Fields there carry no drive system of their own, so rigs move often between short duration wells.

The move underway was routine in every respect that anyone has described so far.

Routine is the condition under which most of these happen.

Thirty aboard, and what the tally shows

The capsize happened on a Tuesday evening in the Gabal El Zeit area, roughly 130 nautical miles from the southern entrance to the canal.

There were 30 people on board. Eighteen belonged to the drilling contractor and the remaining twelve worked for third parties.

Twenty three were pulled from the water. Four were confirmed lost and three were never accounted for.

That last figure is the one most coverage dropped. The commonly repeated toll of four omits the three who did not come back.

A distress signal went out shortly after the capsize and rescue units reached the site overnight.

Twenty three recovered is a good outcome from a bad evening.

What an inquiry into a tow actually reads

Public prosecutors went to the site to establish whether occupational safety procedures were followed, and no cause has been published.

For a move like this the documents that matter existed before anyone let go of a mooring line.

A pre tow stability calculation, a leg securing procedure and a towing arrangement are prepared for every relocation of an older unit.

Those three papers together decide whether an imbalance of this kind could have been predicted, and they are the first things an investigator asks for.

Nothing in the public record yet says any of them was deficient, and nothing says otherwise.

Monitoring hardware on old assets is where the sector has actually improved, as with fiber optic monitoring run down a producing well.

The crew figures and the response are set out by an industry outlet.

A finding takes many months and the paperwork is already written.

What this means for an aging shallow water fleet

The corridor where this happened is narrow, shallow and swept by currents off the Red Sea, which makes it ideal for shallow water jack ups.

It also means there is very little room to arrest a developing problem once a unit begins to go.

The ministry ordered a safety inspection of all rigs and barges operating in the Gulf of Suez and the Red Sea after the capsize.

That is the part with consequences beyond one hull, because a fleet wide inspection produces a paper trail that outlives the news cycle.

Regional energy logistics are fragile in the same corridor, which is why cut gas flows there ripple outward quickly.

The ministry response and the officials involved are described by a regional outlet.

What is established is the sequence, and what is not is the single failure that started it.
