On August 25, 2026, Rhode Island Energy confirmed it’s rolling out bill credits with a net present value of nearly $170 million. The Rhode Island Public Utilities Commission gave it the green light, and every RIE electric and natural gas customer in the state qualifies—no application needed.

Company president Greg Cornett tied the decision directly to affordability. “At the end of the day, this is about our customers,” he said. “We believe delivering this additional relief is the right thing to do, particularly at a time when affordability remains a concern for so many Rhode Island families and businesses.” He also noted that the accelerated approach was voluntary—a way for RIE and parent company PPL to actively share in helping customers, rather than simply meeting a minimum requirement.

The bill credits are the headline, but RIE is also rolling out other relief measures at the same time, according to the Rhode Island Attorney General’s Office.

Origin of the credits: A 2022 tax-protection commitment

These credits didn’t appear out of thin air. They trace back to a commitment RIE made in 2022, when PPL acquired the company—a commitment built specifically to protect Rhode Island customers from certain tax-related financial impacts tied to that deal. Credit amounts and timeline for electric and gas customers

The credits show up automatically on your bill. No sign-up, no forms, no action required on the customer’s end.

Electric customers can expect a fixed monthly credit of approximately $14, running from October 2026 through September 2027—a full 12 months. Natural gas customers will see a larger credit of approximately $51 per month, starting in December 2026 and running through April 2027. That five-month window lines up with the winter heating season, when gas bills tend to run highest.

RIE says it’ll coordinate with the PUC to implement the credits in line with the Commission’s decision. Because the amounts are fixed, customers get a predictable reduction each month rather than a variable adjustment that shifts from bill to bill.

Additional affordability programs also expanding this winter

The bill credits are the headline, but RIE is also rolling out other relief measures at the same time, according to the Rhode Island Attorney General’s Office.

Starting this winter, the company’s enhanced Low Income Discount Rate program becomes available. The updated version uses an income-based structure, so households with lower incomes generally receive bigger discounts on their electric bills—and the redesign extends eligibility to more Rhode Island households than the previous program covered.

RIE is also the largest single donor to the United Way’s Good Neighbor Energy Fund, which helps customers struggling to pay their energy bills. Separately, the company has launched Operation Help, a new assistance program funded by employees and aimed at direct bill relief for the most vulnerable customers—the ones for whom even a solid monthly credit may not stretch far enough.
