A separate PNNL-led project, partnering with Idaho and Oak Ridge National Laboratories, will pull existing fish passage data into a single National Fish Passage Knowledge Hub—one place where stakeholders can find, compare, and select passage technologies that meet regulatory requirements.

Oak Ridge National Laboratory (ORNL) is building a geospatially referenced recreation database. It’ll identify recreation types in hydropower reservoirs and adjacent rivers, then link that data to ORNL’s Existing Hydropower Assets inventory. AI-extracted information from FERC documents will feed the database, supporting planning, licensing conditions, and stakeholder decisions.

Los Alamos National Laboratory, backed by Sandia National Laboratories, is taking a different angle—combining field sampling, drone surveys, remote sensing, and machine-learning models to forecast reservoir nutrient dynamics and reduce harmful algal blooms. The output will be decision-support tools usable in permitting and compliance.

Two projects will test U.S.-developed modeling tools in Norwegian hydropower systems before domestic deployment. PNNL and Argonne National Laboratory will trial PNNL’s Flow Tradeoff Tool in Norway, while the National Laboratory of the Rockies will test pumped storage hydropower modeling tools there as well. Norway works as a low-risk proving ground—a place to stress-test methods before American operators depend on them.

Tribal and community-focused projects among those selected

Several funded projects center on communities with specific stakes in hydropower outcomes.

PNNL will synthesize six years of juvenile Pacific lamprey studies across the Lower Snake and Columbia River systems. Pacific lamprey carries tribal cultural significance. The project will identify fish migration bottlenecks, quantify survival and predation risk, and produce a system-wide action plan for the U.S. Army Corps of Engineers, tribal partners, and regional non-federal hydropower managers.

Oak Ridge National Laboratory is working with the Eastern Band of Cherokee Indians to develop a micro-hydropower planning framework for the tribe’s reservation. It’ll integrate power generation potential, hydrological modeling, fish and cultural resource protection priorities, and multi-jurisdictional permitting requirements—a notably complex set of considerations to weave into a single usable framework.

In Sitka, Alaska, PNNL will help the city’s municipally owned utility improve hydropower operations through better data management and new forecasting tools, with methods built to transfer to other Alaska utilities facing similar challenges.
