The MoU unites PETRONAS, through Malaysia Petroleum Management (MPM), PETRONAS Carigali, PTTEP Sarawak Oil Limited (PTTEP SKO), PTTEP Sabah Oil Limited (PTTEP SBO), PT Pertamina Malaysia Eksplorasi Produksi (PMEP), and UTP.

The overall objective of the alliance is to collectively assess opportunities for improved and enhanced oil recovery across offshore acreages in the region. Through combining operational knowledge or input from leading regional E&P companies with UTP’s research capabilities and laboratory facilities, the partners aim to develop fit-for-purpose solutions.

Overall, the initiative is one that industry enthusiasts expect to strengthen technical collaboration among ASEAN energy players while facilitating innovation in mature field management.

Breaking down how research and technology can spearhead innovation

The agreement shows a wider industry pattern that involves relying on partnerships to improve recovery rates from existing assets rather than depending only on discoveries. As many offshore fields across Southeast Asia advance, operators are starting to turn more toward advanced recovery technologies to maintain production and maximize resource value.

To display the optimism surrounding the agreements, Datuk Ir. Bacho Pilong, who is the Senior Vice President of Malaysia Petroleum Management (MPM), said the following: 

“By integrating subsurface insights, high-performance computing and operators’ capabilities, we aim to accelerate the maturation of fit-for-purpose solutions, unlock additional value from mature fields and strengthen long-term energy resilience through cross-border collaboration.”

An alliance set to support long-term energy security and asset value in Malaysia

A notable element of the partnership is the incorporation of academic research into real-world operational experience. UTP will contribute specialized research expertise, laboratory testing capabilities, and technical analysis to support the evaluation of IOR and EOR opportunities.

The partners are seeking to carry out in-depth studies and laboratory testing programs designed to assess the feasibility of various recovery enhancement technologies.

PETRONAS believes that the collaboration will draw on subsurface insights, high-performance computing, and operator expertise to accelerate the maturation of practical recovery solutions.

The initiative also demonstrates the increasing role of research institutions in addressing complex upstream challenges. It is also expected to contribute to long-term energy security by extending the productive life of offshore fields.
