PNE secures French auction support for the 22 MW Oinville-Saint-Liphard wind development

The European clean energy landscape is enduring a period of great solidarity and unity at a time when the world is attempting to eliminate carbon emissions. As such, the continent is on course to comfortably meet its clean energy targets because of the frequent rate at which projects are being completed. Interestingly, European nations are consistently displaying a willingness to depend on companies from other nations, such as the United States, that are recognized as clean energy leaders. In the latest Europe-based project, PNE secures French auction support for the 22 MW Oinville-Saint-Liphard wind development.
A general overview of PNE as a leading wind energy development company
With the huge number of companies operating in the wind energy landscape, there are some veteran entities that are vying to be recognized as pioneers or leaders in the sector. PNE AG is a globally active renewable energy company based in Cuxhaven. It was founded in 1995 and transitioned from early wind energy development to a full-scale Clean Energy Solutions Provider.
The entity manages wind farms, solar (photovoltaic) parks, battery storage, and green hydrogen projects. Just like most companies leading the wind energy sector, it operates globally across Europe, South Africa, North America, and Asia, with a massive project pipeline of over 17.7 GW.
PNE uses an integrated “One-Stop Shop” business model that spans the entire renewable energy lifecycle. This is centered on developing projects to a “ready-to-tender” or “ready-to-build” state and selling them to investors, while in some instances acting as an independent power producer for certain farms.
Breaking barriers: PNE secures French auction support for the 22 MW wind project
It was recently unveiled that the PNE Group achieved great success in its latest tender in France. The company was officially appointed as one of the eleven winning developers in a highly competitive tender round. During the process, the Oinville-Saint-Liphard wind farm was selected among 39 awarded projects (representing a total capacity of 808 MW).
According to reports, a total of 144 bids with an aggregate capacity of 2.38 GW participated in the eleventh tender under the PPE2 program. The project in the Centre-Val de Loire region consists of four wind turbines that have a total capacity of 22 MW. The wind energy sector has gone through an impressive evolution, which was facilitated by the integration of technology.
Looking ahead: An assessment of PNE Energy’s future following the tender
Although receiving a tender is generally viewed as a positive milestone, it cannot be ignored that companies appointed have a tremendous amount of pressure to deliver. Roland Stanze, Chief Operating Officer of PNE AG, stated the following:
“We are very pleased that we were able to prevail in a highly competitive tender. This once again demonstrates the excellent work being done by our French team on the ground. Following the sale of the ‘Romescamps’ wind farm, this is the next success for us within just a few days in one of our most important core markets and once again confirms our strategy.”
There was a nearly one-year-long pause that came after the tender award in July 2025. During that period, PNE secured the “Chéry” and “Romescamps” projects.
Analyzing France’s wind energy landscape during the clean energy transition
The French government announced the relaunch of tenders in early April this year after it published the multiannual energy plan PPE3. This timing was viewed as accurate, as the Oinville-Saint-Liphard wind farm had been approved in May, which was just in time to submit in this tender. The approval was granted quickly in a span of 15 months.
Because developers have more resources and wealth than ever before, tender rounds are increasingly competitive as there are many worthy candidates that the government can choose from. As such, companies that have the best reputation and a proven history of successful project execution are usually at the front of the line.
